From the heat until skins blister about 5 minutes. Place pepper cut sides down on a rimmed baking sheet and broil until charred 4 to 5 minutes. Broil 5 to 10 minutes until the peppers skin has charred.
In a food processor or blender mix the garbanzo beans olive oil red bell pepper tahini lime juice water salt black pepper and garlic powder. Transfer to a bowl cover and let sit until cool enough to handle. Blitz again until really smooth.
